BER Analysis Method

A framework for measuring the relative performance of multi-unit programs

In this paper, we provide an overview of the BER framework, which you can use when evaluating the complex social change campaigns. What BER does, is help you identify those parts of a complex system that contributed the most to the outcomes, based on their relative size.

This is similar to a cost-benefit analysis, or social return on investment analysis, but it’s more visual and designed for program evaluation applications.

BER was developed by Dr. Brian Cugelman and Eva Otero, as part of an impact study of Oxfam GB’s global climate change campaign.
